"job": "The controller at a US general contractor doing about $5–10M a year — often the owner wearing an accounting hat, or one person who also codes AP, runs payroll, deposits checks, and chases lien waivers on Friday. There is no dedicated sub-billing clerk whose only job is reviewing every trade’s monthly package. Once a month (or per the subcontract period) someone has to open the drywall / MEP / concrete sub’s G702/G703, line it up against the subcontract and SOV the GC already issued, check prior payments and signed changes, read the super’s progress notes, and decide: pay, hold, or send it back. In the same pass they assemble the lien-waiver package the Owner, lender, or subcontract requires for *this* draw. If the first pass is a vague “looks fine — pay it,” you overpay early or miss a missing waiver. If a fluent draft invents percent complete, invents a waiver form, or treats an unsigned AI note as approval, you have worse than a late review — you have a payable that looks reviewed and is not.\n\nThis job is **use an agent**, not build a model. The controller already has a desk: the sub’s G702/G703 PDF (or Excel that became it), the subcontract / commitment and the sub’s schedule of values, prior payment history for that sub, signed change orders that belong on this bill, field % notes or a short progress walk from the PM / superintendent, the lien-waiver forms *this* subcontract / Owner / lender / state require for progress draws, and Word/Excel/PDF for the review notes and checklist. The agent sits in the **assemble-and-draft** step only. It does not own percent complete vs work in place. It does not set retainage. It does not decide pay vs hold. It does not choose which statutory waiver form applies. It does not release payment. An unsigned AI draft is not an approval and not a waiver.\n\nWithout an agent the work is still the same: open the sub package, confirm G703 totals transfer to G702, match lines to the commitment SOV, roll prior D+E correctly, flag stored materials without backup, flag COs that are not executed, compare claimed % to field notes, list the waiver forms required for this period and whether each PDF is attached, then a human decides pay / hold / return.\n\n**What G702 and G703 are (same forms, different seat).** Official [AIA G702–1992 summary](https://help.aiacontracts.com/hc/en-us/articles/1500009387461-summary-g702-1992-application-and-certificate-for-payment): G702 and [G703–1992](https://help.aiacontracts.com/hc/en-us/articles/1500009308302-instructions-g703-1992-continuation-sheet) provide forms on which the contractor can apply for payment and the architect can certify that payment is due. The applicant shows contract-sum status to date — work completed and stored, retainage (if any), previous payments, a change-order summary, and the current payment requested. G703 breaks the contract sum into portions per a schedule of values. Designed for a Project where the Contractor has a direct Agreement with the Owner; procedures live in [A201](https://help.aiacontracts.com/hc/en-us/articles/1500010259162-summary-a201-2017-general-conditions-of-the-contract-for-construction). Official note: **The AIA does not publish a standard schedule of values form.** Official AIA learn on [G702/G703 for GCs](https://learn.aiacontracts.com/articles/gc-pay-apps-g702-and-g703/): the forms tie to A101 (Owner–Contractor) and **flow down to A401 (Contractor–Subcontractor)**; each month the GC consolidates subcontractor pay applications, supplier invoices, lien waivers, and stored-materials status into a consistent package. On *this* seat the GC’s controller is **reading the sub’s application** against the A401-style commitment — not drafting the GC’s upward owner package, and not acting as the Architect’s Certificate for Payment on the owner bill.\n\n**How the package is completed (official instructions — review against these).** Official [G702–1992 instructions](https://help.aiacontracts.com/hc/en-us/articles/1500009308242-instructions-g702-1992-application-and-certificate-for-payment): after the applicant completes G703, transfer summary information to G702; the applicant signs G702, has it notarized when required, and submits it with G703. AIA’s [how-to article](https://learn.aiacontracts.com/articles/how-to-complete-the-g702-payment-application/): start with the Continuation Sheet; Column G follows D+E+F style totals; for **fixed** retainage, Column I is often left blank and retainage is handled on G702 Lines 5a/5b; for **variable** retainage, use Column I on G703; list change orders on G703 and fill the Change Order Summary on G702. Retainage percentage comes from **the subcontract** (and applicable law) — this page does not invent a “typical” rate.\n\n**G703 columns the reviewer must check (official instructions — do not invent).** From the [G703–1992 instructions](https://help.aiacontracts.com/hc/en-us/articles/1500009308302-instructions-g703-1992-continuation-sheet):\n\n| Column | What the instructions say |\n| --- | --- |\n| **A / B / C** | Portions of the Work and scheduled values consistent with the SOV; breakdown may be by sections or by Subcontractors; stay consistent. Column C initially equals the original Contract Sum; may be adjusted by Change Orders. |\n| **D** | Completed Work covered by the **previous** application (previous columns D & E). **Do not** enter previous Column F (Materials Presently Stored) into D. |\n| **E** | Work completed this application, including materials that were listed under previous Column F and are now incorporated. |\n| **F** | Materials Presently Stored. Recalculate each period. Covers newly stored **and** previously stored not yet incorporated. Only as materials are incorporated does value move from F into E. |\n| **G** | Total of D + E + F. Percent complete = G ÷ C. |\n| **H** | Column C minus Column G (balance to finish). |\n| **I** | Normally only where **variable** retainage is permitted on a line-item basis. Leave blank when a **constant** retainage is withheld from the overall contract amount. |\n\n**SOV and supporting data (official A201 path).** Official AIA counsel on [A201–2017 § 9.2 / § 9.3](https://learn.aiacontracts.com/articles/6508414-what-is-a-schedule-of-values-and-why-is-it-important-to-a-contractor/) (Mike Koger, AIA, Esq.): where the Contract is a stipulated sum or GMP, the Contractor submits a schedule of values allocating the entire Contract Sum before the first Application for Payment; unless objected to, that schedule is the basis for reviewing Applications for Payment; changes to the SOV go to the Architect with supporting data. § **9.3.1**: at least ten days before each progress payment date, an itemized Application prepared in accordance with the schedule of values, notarized if required, **supported by data the Owner or Architect require — including copies of requisitions and releases and waivers of liens from Subcontractors and suppliers** — and reflecting retainage if the Contract Documents provide for it. Official [A201–2017 summary](https://help.aiacontracts.com/hc/en-us/articles/1500010259162-summary-a201-2017-general-conditions-of-the-contract-for-construction): § 9.2 SOV changes; § 9.3.1 releases/waivers may accompany an application; § 9.4.1 Architect may certify full, certify a portion with reasons, or withhold the entire Application with reasons. On the **sub** package the GC is the reviewing party under the subcontract — mirror the discipline, do not invent clause text beyond the summary.\n\n**Lien waivers for *this* draw (state-specific — agent checklists; human verifies).** Official AIA [payment-process primer](https://learn.aiacontracts.com/articles/contract-basics-for-contractors-payment-processes/): before releasing payment, the owner or construction lender may require lien waivers, releases, warranties, or other documentation specified in the agreement; a lien waiver is a document in which a contractor, subcontractor, or supplier confirms receipt of payment and gives up the right to file a lien against the property for that amount; **types include conditional, unconditional, progress, and final**. Lien-waiver *forms* are often **state-specific statutory forms** — there is no universal AIA monthly subcontractor lien-waiver form. For progress draws, the GC collects whatever releases the subcontract, Owner, lender, and state require. The agent may assemble a **checklist** (form type expected, period covered, amount, attached Y/N, signature present Y/N). The human verifies form type (conditional vs unconditional, progress vs final), state/statutory fit, and signatures. Do **not** invent a universal AIA progress-waiver blank.\n\n**G706 / G706A are closeout / final-payment instruments for the prime — not the monthly sub waiver.** Official [G706–1994](https://help.aiacontracts.com/hc/en-us/articles/1500009446741-summary-g706-1994-contractor-s-affidavit-of-payment-of-debts-and-claims): Contractor’s Affidavit of Payment of Debts and Claims — typically executed as a **condition of final payment**; the contractor lists exceptions and may need a bond for them; notarized. Official [G706A–1994](https://help.aiacontracts.com/hc/en-us/articles/1500009446521-summary-g706a-1994-contractor-s-affidavit-of-release-of-liens): companion affidavit that releases or waivers of liens have been received, with supporting waivers attached — also a final-payment / closeout seat for the **prime Contractor to Owner**. Cite G706/G706A correctly as final-payment affidavits. Do **not** treat them as the monthly sub progress-waiver form itself. Final-payment packages remain human + notary (and surety when bonded).\n\n**Where Division 01 parks payment language.** [CSI MasterFormat 2026](https://www.csiresources.org/standards/masterformat2026) is the current North American shared language; Division 01 (General Requirements) received maintenance updates. A published MasterFormat 2018 numbers listing used by industry references **01 20 00 – Price and Payment Procedures**, **01 29 00 – Payment Procedures**, **01 29 73 – Schedule of Values**, and **01 29 76 – Progress Payment Procedures** ([AGC Austin MasterFormat 2018 PDF](https://www.agcaustin.org/uploads/1/2/2/9/122909896/masterformat_2018_web.pdf)). MasterFormat is numbering language, not a pay-app or waiver form. Your project manual and subcontract name who reviews sub applications, what supporting data travels with them, and what short-interval billing the Owner expects. Draft the review **into that** checklist when Division 01 already names one.\n\n**This job is not the owner pay app, not AP coding, not WIP, not a change order, and not a field daily.**\n\n- **Not the owner (upward) pay application.** Sister job: [first-pass owner pay-application drafting](https://aiagents.construction/roles/project-manager/pay-application/). That seat is the **PM** drafting the GC’s G702/G703 **to the Owner**. This seat is the **controller** reviewing a **sub’s** inbound G702/G703 **to the GC** for this draw, plus the lien-waiver checklist. Same forms, opposite direction.\n- **Not AP invoice coding.** Sister job: [controller invoices](https://aiagents.construction/roles/controller/invoices/). That seat is extract → match to commitment → propose cost code on supplier invoices and sub packages as they land in the inbox. This seat is the **substantive progress-billing review** and waiver-package assembly for the draw — % vs work in place, retainage math, pay/hold, waiver completeness — not the coding row alone.\n- **Not the WIP schedule.** Sister job: [WIP schedule and over/under-billing draft](https://aiagents.construction/roles/controller/wip-reporting/). That seat is the monthly percentage-of-completion / cost-to-cost schedule for bank, surety, and books. A sub G702 % on an SOV line is **billing documentation** under the subcontract; it is not a substitute for cost-to-cost earned revenue. Confusing sub-pay-app percent with WIP percent is how both seats become fiction.\n- **Not a change order.** Sister job: [first-pass change-order drafting](https://aiagents.construction/roles/project-manager/change-order/). Signed COs (and eligible CCD amounts already into Change Orders per G703 instructions) **feed** the sub’s Change Order Summary; a draft review does not invent a CO so the bill “fits.”\n- **Not a superintendent daily.** Sister job: [daily field report](https://aiagents.construction/roles/superintendent/daily-report/). Dailies and progress notes **inform** whether claimed Column E matches work in place; they do not become pay/hold by themselves.\n\n**Why a $5–10M GC still does this.** A late or rubber-stamped sub pay app is cash paid before the work is in place, a missing waiver the Owner will ask for later, a retainage fight at closeout, or a double payment when the same Application No. shows up twice. On this size GC the review is usually the **controller / owner-bookkeeper** with a PM or super progress note — not a separate billing analyst. That is why the **first-pass review draft and waiver checklist from real attachments** is the job — and why the human still owns every percent-complete call, retainage per the subcontract, pay vs hold, which waiver form applies under state law / subcontract, signing anything that releases payment, and the release itself.",
"use": "This is a use workflow. You do not train a model. You do not ask it to invent % complete, invent a waiver form, invent a change-order number, or release payment. You give it the sub package plus the commitment SOV plus prior payments plus field notes plus the waiver requirements you already know, you get a draft review and checklist, you edit every flag before anyone pays.\n\n1. **Confirm the instrument and the period.** Is the sub on AIA G702/G703 (or the parallel form the subcontract names)? What is Application No., period from/to, Project, and subcontract / commitment number? Official G702/G703 flow down through A401-style agreements ([GC pay apps article](https://learn.aiacontracts.com/articles/gc-pay-apps-g702-and-g703/)).\n2. **Gather only this draw’s inputs.** Sub’s G702 + G703 for this Application; subcontract / commitment and the approved schedule of values for that sub; prior payment certificates / amounts already paid to this sub; executed Change Orders that belong on this bill (and CCD amounts **not in dispute** only if already into Change Orders per G703 instructions); field % progress notes or walk sheet **you** trust for this period (PM / superintendent); stored-materials backup if Column F claims dollars; subcontract retainage terms (fixed vs variable); the **specific** lien-waiver / release forms this subcontract, Owner, lender, and state require for a progress draw of this type (conditional vs unconditional, progress vs final) — and the PDFs the sub actually attached. Do not feed “the whole job folder” and hope.\n3. **Separate facts the files show from calls only a human may make.** Prior D+E rollup, original subcontract sum, and executed CO dollars can be drafted from uploads. **Percent complete vs work in place, Column F stored-materials acceptance, retainage math, whether a CO belongs on this app, pay vs hold, and which waiver form is the right statutory / contract form** are the controller’s call (with PM field input) — pulled from the field and the signed instruments, not from model memory. If a line’s progress is unknown, write **unknown — controller/PM to complete**, do not invent 73%.\n4. **Feed the agent those files plus your review template.** Your review columns (Application No., commitment #, G702 current due, G703 tie-out Y/N, SOV line flags, prior F wrongly in D Y/N, stored-materials backup Y/N, CO executed Y/N, field-% conflict, retainage per subcontract, waiver checklist rows, pay/hold recommendation blank for human). Prompt shape: draft one first-pass **review** of this sub Application only — not an approval and not a waiver; start from the uploaded G702/G703; check Column D from previous D+E only — **never** prior F into D; flag E/F claims that lack uploaded notes/backup; check Column G = D+E+F and G702 summary transfer; list Change Orders only from **executed** COs in the upload; build a lien-waiver **checklist** from the uploaded required-form list and attached PDFs (type, period, amount, attached Y/N, signed Y/N) — do **not** invent a universal AIA waiver form or declare a waiver “accepted”; if a figure or form is not in the upload, write **unknown — controller to complete**; do not invent % complete, stored materials, CO numbers, or statutory form names; do not say the bill is approved or paid; footer: “Draft only — controller (with PM field input) owns percent complete, retainage, pay/hold, waiver-form verification, and release; unsigned AI draft is not an approval and not a waiver.”\n5. **Human edit before anyone pays.** Open the sub G703 beside the commitment SOV and the field notes. Confirm every claimed % against work in place — models invent fluent percents. Confirm Column D did not swallow prior stored materials. Confirm Column F only has materials still stored with backup you can defend. Confirm Change Order Summary matches **signed** changes, not PCOs still in review. Recalculate G702 current due yourself against G703. Confirm retainage from the **subcontract**, not from a blog. Walk the waiver checklist: correct state/statutory form, conditional vs unconditional, progress vs final, period and amount match this draw, signatures present. Decide **pay / hold / return** yourself.\n6. **Release payment — human only.** Post and pay the way you already do. The agent does not e-sign a waiver, does not notarize, does not send the ACH file, and does not tell the sub they are paid. Do not email “approved” on a raw model draft.\n7. **Log the way you already do.** Update your sub-billing / waiver log: Application No., period, amount requested, review date, pay/hold/return, amount released, waiver forms collected. When the package is paid, that history is next period’s prior-payments input. Sister seats stay separate: coding the payable row is [invoices](https://aiagents.construction/roles/controller/invoices/); month-end earned vs billed is [WIP](https://aiagents.construction/roles/controller/wip-reporting/); the GC’s upward owner bill is [pay-application](https://aiagents.construction/roles/project-manager/pay-application/).\n\nExpected shape of the gain: less time turning a sub G702/G703 stack plus commitment SOV, prior payments, field notes, and waiver requirements into a readable first-pass review and checklist the controller can edit before pay/hold. That is not “the model paid the electrician.” There is no published, independent hours-saved or accuracy number for a $5–10M GC first-pass sub pay-app review that this page will invent. Time one of *your* draw cycles (draft + your edit vs reviewing cold) before you change anything you pay for.",
"build": "A general-purpose model that can read PDFs and spreadsheets can draft a review note table and a waiver checklist from a sub package plus the commitment SOV plus field notes plus a required-forms list. Whether a line is really 40% or 55% of work in place, whether stored materials are still in the yard, whether a PCO belongs on this bill, whether retainage follows Lines 5a/5b or Column I, whether the attached PDF is the right **state** progress waiver, and whether to pay or hold, need a person. Do not treat the draft as approval, and do not build from invented percents, phantom COs, or invented statutory forms.\n\n> A workable v1: a prompt template that returns one review package — header (sub, Application No., period, commitment #), G702/G703 tie-out check, SOV line flags sourced only from uploads, Column D/F rule flags, Change Order block from executed COs only, field-% conflict flags (**% not in notes / stored materials missing backup / CO not executed / prior F incorrectly in D / retainage rule unclear**), a lien-waiver checklist table (expected form from uploaded requirements, attached Y/N, signed Y/N — never “accepted”), blank **pay / hold / return** for the human, and a “controller owns percent, retainage, pay/hold, waiver verification, release; draft is not an approval and not a waiver” footer. Keep the sub PDF, commitment SOV, field notes, and waiver PDFs with the draft. Require “not in the uploaded files” instead of filling a gap.\n\nDo not build a custom classifier this quarter. Do not fine-tune. Do not connect a model to auto-pay, auto-email “you’re paid,” or auto-accept waivers. This draw’s package and your commitment / waiver requirements are the only corpus that matters.",
"deploy": "1. Pick five recently paid (or held) sub packages you still stand behind — one clean monthly progress, one with heavy stored materials, one with several new Change Orders, one returned for missing / wrong waiver, one quiet period that was mostly carry-forward.\n2. Run the agent on the **same** sub G702/G703 + commitment SOV + prior payments + that period’s field notes + required waiver list + attached waiver PDFs only (no later emails that reveal the final pay/hold unless you are testing edit, not prophecy). Time upload, draft, and your edit.\n3. Diff the draft against what you actually decided. Record invented % complete, invented CO numbers or dollars, prior F wrongly rolled into D, stored materials without backup, retainage math that ignored the subcontract, invented waiver form names, “waiver accepted” language, and any draft that said the bill was approved or paid.\n4. Decide using a rule set in advance: no draft releases payment; every % and every stored-materials dollar must exist in the notes/backup or a human-supplied cell; every CO on the summary must be executed in the upload; every waiver checklist row must match the uploaded required-form list; if the model invents five fluent percents or invents a statutory form, it is not ready.\n\nUse your real sub packages and your real field notes, not a vendor demo. Keep the workflow only if the review you would act on is still something you would put your name on when the Owner asks for the waiver package.",
"manage": "**What “good” looks like**\n\n- A named human **edits every draft**, owns every percent-complete call vs work in place, retainage per the subcontract, pay vs hold, waiver-form verification, and release.\n- Raw model text is never the ACH file, the check run, or an email that says “you’re paid” or “waiver accepted.”\n- The upload includes the sub package, commitment SOV, prior payments, field notes, and waiver requirements/PDFs actually used — not a memory of “typical billing.”\n- Sub pay-app review vs owner pay app vs AP coding vs WIP stay distinct. Sister seats stay those jobs.\n- Conditional vs unconditional and progress vs final stay distinct on the waiver checklist; state/statutory forms are verified by a person.\n- G706 / G706A stay final-payment / closeout for the prime — not this monthly progress-waiver checklist.\n- If you already have a sub-billing / waiver log or AP app, the agent drafts **into that**. This page does not sell a new one.\n\n**Who owns the seat**\n\nThe controller / owner-bookkeeper owns the sub pay-app review, retainage per the subcontract, pay vs hold, waiver-package completeness for the books, and the release. On a $5–10M GC that is one person and the laptop they already use. The PM / superintendent owns the field progress facts that inform whether claimed % matches work in place. The PM owns the GC’s upward [owner pay application](https://aiagents.construction/roles/project-manager/pay-application/). Counsel (or your existing state-form checklist) owns which statutory waiver form applies. An agent does not become any of those seats.\n\n**When to skip the agent (what not to automate)**\n\n- You do not have the sub’s G702/G703 and the commitment SOV. Do not ask a model to reconstruct billing history from memory.\n- You have no field progress notes and no stored-materials backup for claimed Column E/F. Do not invent work in place.\n- Lien-waiver legal sufficiency (conditional vs unconditional, progress vs final, **which state form**). AIA names the types; your counsel or your existing checklist owns the call. The agent may checklist attachments only.\n- Final payment packages that need G706 / G706A (and Consent of Surety when bonded). Official AIA: those are sworn / surety seats for the prime at final payment. Format a closeout checklist if you want; do not let a model “complete the affidavit.”\n- Change-order fights and backcharges. Match the executed change; do not let a model invent one so the invoice “fits.”\n- Anything that moves cash (ACH, wire, check print) or tells the sub they are paid.\n- Pay-when-paid / pay-if-paid interpretation. Official AIA payment primer: courts interpret pay-if-paid differently by state — counsel, not a model.\n- The review habit is already a clean Excel checklist and reading is not the bottleneck. Leave it.\n\n**How to stand it up this quarter**\n\nUse the model you already have access to. Drop in this period’s sub G702/G703 plus the commitment SOV plus prior payments plus field notes plus your required waiver-form list plus attached waiver PDFs plus your review headings. Edit every flag, decide pay/hold, collect the right waivers, release only what you would defend. Keep the workflow only if the package is still something you would put your name on. Do not buy a pay-app or waiver product to complete this job.\n\n## Citations\n\nTools are citations, not new brand pages. Do not invent vendor homepages. Sister seats: [owner pay-application](https://aiagents.construction/roles/project-manager/pay-application/), [invoices](https://aiagents.construction/roles/controller/invoices/), [WIP](https://aiagents.construction/roles/controller/wip-reporting/), [change-order](https://aiagents.construction/roles/project-manager/change-order/), [daily report](https://aiagents.construction/roles/superintendent/daily-report/).\n\n## Watch-outs\n\n- **Invented % complete, stored materials, phantom change orders, and invented waiver forms.** Models write fluent “Drywall 72% — pay $48,200; CO-12 executed; Texas unconditional progress waiver accepted” lines that are not in the field notes, the signed change, or the attached PDF. Same failure mode as legal citation hallucination: Dahl, Magesh, Suzgun & Ho, *Large Legal Fictions*, 16 *J. Legal Analysis* 64 (2024) ([arXiv:2401.01301](https://arxiv.org/abs/2401.01301), [doi:10.1093/jla/laae003](https://doi.org/10.1093/jla/laae003)) — public LLMs, asked verifiable questions about federal cases, hallucinated often and often could not tell. Those percentages are **legal-case questions, not construction pay-app review accuracy**; do not import them as a construction performance rate. Do import the habit: every percent, every stored-materials dollar, every CO, and every waiver-form claim on the draft is unverified until you open the sub package, the field notes, the signed instruments, and the actual waiver PDF. Blank / “controller to complete” is honest; a confident fake Column E or a fake “waiver accepted” is not.\n- **Rolling prior Column F into Column D.** Official G703 instructions forbid it. Stored materials stay in F until incorporated; then they move into E. A model that “simplifies” history will break the ledger.\n- **Treating G706 / G706A as the monthly sub waiver.** Official path: G706/G706A are final-payment affidavits for the prime Contractor to Owner. Progress draws collect whatever state / subcontract / Owner / lender forms apply — agent checklists; human verifies.\n- **Inventing a universal AIA lien-waiver form.** AIA names waiver *types* (conditional, unconditional, progress, final) in the payment primer. Forms are often state-specific. Do not invent a blank.\n- **Mixing seats.** Sub pay-app review ≠ [owner pay-application](https://aiagents.construction/roles/project-manager/pay-application/) ≠ [AP invoices](https://aiagents.construction/roles/controller/invoices/) ≠ [WIP](https://aiagents.construction/roles/controller/wip-reporting/) ≠ [change-order](https://aiagents.construction/roles/project-manager/change-order/) ≠ [daily](https://aiagents.construction/roles/superintendent/daily-report/).\n- **Invented retainage rates.** Retainage % and fixed vs variable treatment come from the subcontract (and applicable law). Official how-to: fixed rate → often Lines 5a/5b with Column I blank; variable → Column I. Do not cite third-party blogs for a “typical” rate as if it were AIA.\n- **Treating an AI draft as approval, waiver, or payment.** Unsigned AI is not an approval and not a waiver. Cash moves only when a person releases it.\n- **Unsigned / unedited AI to the sub or the Owner.** Fluent, late, and wrong is worse than a short human hold note. Do not let the model send.\n- **Do not replace the controller.** The agent drafts the review notes and waiver checklist from the uploaded package. The controller (with PM field input) still owns percent complete vs work in place, retainage, pay vs hold, which form applies, and release.\n\n## Verdict\n\n**Yes** — a $5–10M US GC should run this job this quarter if inbound sub progress billing already starts as the sub’s G702/G703, the commitment SOV, prior payments, signed changes, field progress notes, and a known lien-waiver requirement list; the bottleneck is turning that stack into a readable first-pass review and waiver checklist; and a person will still own every percent-complete call vs work in place, retainage per the subcontract, pay vs hold, which statutory / contract waiver form applies, and the release. Use an agent to **draft a first-pass review of a subcontractor G702/G703 pay app against the commitment, SOV, prior payments, signed changes, and field progress notes, and to assemble the lien-waiver checklist for this draw**; the controller (with PM field input) owns percent-complete calls, retainage, pay/hold, and release. Skip this quarter if you expected the model to invent % complete or waiver forms, to accept waivers, to complete G706/G706A as if they were monthly progress forms, to release payment, to replace the owner pay-app / AP / WIP seats, or to buy a billing product you do not already have.
