## The job

The estimator at a US general contractor doing about $5–10M a year — often the owner wearing an estimator hat, or one person who also takes off drawings, levels subs, writes proposals, and walks jobs. There is no proposal writer and no marketing desk. Bid day means a filled bid form, a cover letter the owner/architect will actually read, a short narrative of how you propose to do the Work, and a clean list of what you included and what you did not — before the clock hits the receipt time in the Instructions to Bidders. If that outbound package is drafted from memory while the estimator is still chasing the last MEP quote, addenda get missed, exclusions invent themselves, and the number on the form does not match the story in the letter.

This job is **use an agent**, not build a model. The estimator already has a desk: the invitation / advertisement, the Instructions to Bidders (often AIA [A701–2018](https://help.aiacontracts.com/hc/en-us/articles/1500010280261-summary-a701-2018-instructions-to-bidders)), the bid form the project named, addenda, a takeoff summary, a leveled-quote sheet, scope-gap notes, Word/Excel/PDF for the cover letter and attachments, and email or the upload portal the Instructions named. The agent sits in the **assemble-and-draft** step only. It does not invent the Base Bid. It does not price an Alternate. It does not invent an exclusion that contradicts the uploaded documents. It does not acknowledge an Addendum that is not in the upload. It does not submit.

Without an agent the work is still the same: open the invitation and the Instructions, list every Addendum you actually received, pull the numbers the estimator already owns from the takeoff / leveling / scope-gap pass, write a cover letter that matches the bid form, write a short inclusions/exclusions summary that does not rewrite the Contract Documents, write a proposal narrative that does not invent means and methods you will not stand behind, then a human fills every blank on the bid form and submits.

**What this job is, and what it is not.** This page is the **outbound bid / proposal package** the owner or architect receives. Sister estimator jobs produce the numbers and the holes; they do not assemble the letter.

- The earlier measure step is [quantity takeoff](https://aiagents.construction/roles/estimator/quantity-takeoff/) — SF, LF, and EA from drawings. This page assumes that pass already exists (or you did it by hand) and uses a **summary**, not a re-measure.
- The sister compare step is [bid-leveling](https://aiagents.construction/roles/estimator/bid-leveling/) — lining up unlike sub quotes against *each other*. This page uses the **leveled sheet** as an input to the narrative and the inclusions list. It does not re-level.
- The sister document walk is [scope-gap review against specs](https://aiagents.construction/roles/estimator/scope-gap/) — takeoff and quotes against specs and drawings, flag holes. This page uses the **owned hole list** (what you decided to carry, question, or live with) so the cover letter does not quietly exclude a hole you already decided to carry — or invent an exclusion for a hole that is already in the documents under A201 § 1.2.1.
- A construction-phase change order, RFI, submittal, or pay app is a different seat after award. Do not rewrite those pages.

**Bidding documents vs Contract Documents.** Official [A201–2017](https://contractdocs.aia.org/PreviewFiles/Preview_A201-2017.pdf) § 1.1.1: the Contract Documents are the Agreement, Conditions of the Contract, Drawings, Specifications, Addenda issued prior to execution of the Contract, other documents listed in the Agreement, and Modifications issued after execution. Unless specifically enumerated in the Agreement, they do **not** include the advertisement or invitation to bid, Instructions to Bidders, sample forms, other information furnished by the Owner in anticipation of receiving bids or proposals, the Contractor’s bid or proposal, or portions of Addenda relating to bidding or proposal requirements. Official A201–2017 summary of the 2017 change: portions of Addenda relating to **both** bidding and proposal requirements are excluded unless agreed otherwise. Practical point for this job: the cover letter and the bid proposal are **bidding** instruments. After award, the Work is what the Contract Documents say — complementary under § 1.2.1 — not a side list of exclusions the model drafted. An agent-drafted exclusion that contradicts the issued drawings and specifications does not become a Modification (A201 § 1.1.1 lists what a Modification is; a cover letter is not one). Official AIA on [Spearin](https://learn.aiacontracts.com/articles/what-contractors-need-to-know-about-delegated-design/): owners are responsible for the adequacy of design documents provided to contractors. This page does **not** invent a Spearin holding about bid-day exclusions. The practical point only: contradicting the issued documents in a fluent letter does not rewrite § 1.2.1.

**What A701 actually tells the Bidder to do.** Official [A701–2018 summary](https://help.aiacontracts.com/hc/en-us/articles/1500010280261-summary-a701-2018-instructions-to-bidders): used when competitive bids are solicited; Instructions to Bidders inform Bidders how to obtain documents; how to submit requests for clarification, interpretation, and substitutions; how addenda will be transmitted; and how to submit Bids. Other topics: bid security, modifying or withdrawing Bids, and performance and payment bonds. Coordinated with A201; information from [G612–2017](https://help.aiacontracts.com/hc/en-us/articles/1500009383842-summary-g612-2017-owner-s-instructions-to-the-architect-regarding-the-construction-contract) Part B (Bidding Procedures) should be used to complete A701. Official [FAQs](https://help.aiacontracts.com/hc/en-us/articles/1500009813121-faqs-a701-2018-instructions-to-bidders): public or private; updated for electronic and paper Bids; parties must make a detailed enumeration of all Proposed Contract Documents at the end of A701. Official [instructions](https://help.aiacontracts.com/hc/en-us/articles/1500009804862-instructions-a701-2018-instructions-to-bidders): § 3.2.2 form for clarification/interpretation requests; § 3.4.1 form in which Addenda will be transmitted; § 4.3.1 form in which a Bidder shall submit its Bid; Article 8 enumerates the Proposed Contract Documents. Official A701 summary § 1.3: Addenda are written or graphic instruments that are part of the Proposed Contract Documents, issued **prior to the date for receipt of Bids** — not prior to execution of the Contract. Official A701 summary § 1.6: modified to account for Alternates that do **not** change the Base Bid. Official [A101–2017](https://help.aiacontracts.com/hc/en-us/articles/1500010257962-summary-a101-2017-standard-form-of-agreement-between-owner-and-contractor-where-the-basis-of-payment-is-a-stipulated-sum) summary of § 4.2: alternates accepted at execution vs after a condition precedent. The estimator owns every Alternate dollar on the form. The agent drafts narrative around numbers the human already decided.

**Addenda acknowledgment is a human check, not a model memory.** The project’s Instructions / bid form tell you how to acknowledge Addenda. The agent may list Addenda **present in the upload** and draft an acknowledgment sentence that matches that list. It must not invent Addendum 4 because “projects usually have four.” If the upload stops at Addendum 2, the draft says Addenda 1 and 2 — or “not in the uploaded files.” Missing an Addendum on the bid form is how you submit a non-responsive package or a number that never saw the last sheet. Official G804–2001 ([forms overview](https://learn.aiacontracts.com/contract-doc-pages/27516-contract-administration-and-project-management-forms/)): Register of Bid Documents — a log of documents issued to bidders during bidding. Use it (or your own register) as the source of truth for what you received; do not let the model invent the register.

**Allowances, unit prices, and alternates on the form — not in invented prose.** Official A201 § 3.8: include all allowances stated in the Contract Documents in the Contract Sum; do not invent the material cost in a cover letter. Official AIA [allowance basics](https://learn.aiacontracts.com/articles/construction-allowance-contracting-basics/): allowance ≠ contingency. Official AIA [unit prices](https://learn.aiacontracts.com/articles/6538689-construction-contracting-basics-unit-prices/): unit prices live where quantities are unknown at bid; A201 § 9.1.2 equitable adjustment if quantities change materially. A blank Alternate or unit-price line on the bid form is a hole the estimator fills or a risk of a non-responsive Bid — not a paragraph the model invents. Sister job: [scope-gap](https://aiagents.construction/roles/estimator/scope-gap/) flags the blank; this job puts the **owned** number (or an explicit “No Change” / project-required blank treatment) onto the form and into the letter without inventing it.

**Qualification statements and bid bonds are related package pieces — different ownership.** Official [A305–2020](https://help.aiacontracts.com/hc/en-us/articles/1500009326721-summary-a305-2020-contractor-s-qualification-statement): Contractor’s Qualification Statement — sworn, notarized main form with optional Exhibits A (General), B (Financial and Performance), C (Project-Specific), D/E (Past Project Experience). The agent may draft Exhibit narrative from **facts you upload** (license numbers, key people, similar jobs you already listed). The human owns every sworn fact, every financial exhibit, and the notary. Official [A310–2010](https://help.aiacontracts.com/hc/en-us/articles/1500009326941-summary-a310-2010-bid-bond): Bid Bond — maximum penal amount due the Owner if the Bidder fails to execute the contract and provide required performance and payment bonds. Official [A310 instructions](https://help.aiacontracts.com/hc/en-us/articles/1500009321301-instructions-a310-2010-bid-bond): Contractor and Surety sign; Surety power of attorney. The agent does not “draft a bond.” Bonding procedures cross-reference A701 and G612. If the Instructions require bid security, the human and the surety own that seat.

**Where Division 00 / 01 park the package rules.** [CSI MasterFormat 2026](https://www.csiresources.org/standards/masterformat2026) is the current North American numbering; Division 01 remains General Requirements. Project manuals commonly park bidding requirements under Division 00 and price/payment / allowance / alternate / unit-price procedures under Division 01. Your invitation, Instructions to Bidders, bid form, and Division 01 win. Kevin O’Beirne on CSI (Part 2, 2025): procurement-stage questions are usually email; if a response binds, it goes by Addendum. Do not invent a bidder-question clock in the cover letter.

**Why a $5–10M GC still does this.** There is one estimator. The last quote lands late. The cover letter is still due at the same clock. Without a first-pass draft that is forced to cite the invitation, the addenda list, the leveled numbers, and the owned scope-gap decisions, the letter either gets skipped or gets written from memory — which is how invented exclusions and missed addenda acknowledgments ship. Expected shape of the gain: a complete first-pass outbound package that a human can edit against the bid form before submit. There is **no** published, independent hours-saved or accuracy number for a $5–10M GC bid-proposal agent that this page will invent. Time one of *your* bids (draft the package with and without the agent) before you change anything you pay for.

## Use

This is a use workflow. You do not train a model. You do not ask it to invent a Base Bid, an Alternate price, an allowance dollar, an Addendum number, or an exclusion that is not in your owned notes. You give it the invitation and Instructions, the addenda you actually have, the takeoff summary, the leveled quotes, and the scope-gap decisions you already made; you get a draft cover letter, inclusions/exclusions summary, and proposal narrative; you own every commercial term and the submit.

1. **Finish the number work first (or in parallel with a hard stop).** [Takeoff](https://aiagents.construction/roles/estimator/quantity-takeoff/), [bid-leveling](https://aiagents.construction/roles/estimator/bid-leveling/), and [scope-gap](https://aiagents.construction/roles/estimator/scope-gap/) produce the quantities, the leveled stack, and the owned holes. Export summaries (Excel is fine). Do not ask the proposal agent to re-measure, re-level, or invent a hole list.
2. **Assemble the bidding set the letter must match.** Invitation / advertisement; Instructions to Bidders (A701 or the project’s form); the **bid form** the project named; every Addendum you received (or a G804 / your register listing them); any required qualification form (A305 or project form); bid-security instructions. Official A701: how to submit Bids, how addenda are transmitted, how clarifications work. If Addendum 3 is not in the folder, it is not in the draft.
3. **Feed the agent only those files plus your owned summaries.** Invitation + Instructions + bid form + addenda (or register) + takeoff summary + leveled-quote export + scope-gap decision log (carried / questioned / not a hole / live with it) + any standard company boilerplate you already stand behind (safety one-pager, similar-project list). Prompt shape: draft (a) cover letter, (b) inclusions/exclusions summary, (c) short proposal narrative; every factual claim cites the upload (invitation clause, Addendum number, bid-form line, takeoff row, leveled trade, scope-gap decision ID); list Addenda **only** from the upload; prices appear as **placeholders the human must fill** or as numbers explicitly marked “from estimator sheet — verify”; do not invent exclusions; do not contradict A201 § 1.2.1 complementary documents; footer: **do not submit — estimator owns every price, alternate, exclusion, and the submit**. If a required fact is not in the upload, say “not in the uploaded files.”
4. **Human edits against the bid form, not against the model’s confidence.** Open the bid form. Fill every blank the Instructions require (Base Bid, Alternates, allowances, unit prices, addenda acknowledgment, license, bid security reference). Strike invented Addenda. Strike exclusions that contradict the issued documents or that undo a scope-gap decision you already made to carry. Replace placeholder dollars with the numbers you own. Read the narrative out loud: if you would not say it in the interview, delete it.
5. **Package what the Instructions asked for — nothing extra that creates liability.** Cover letter + bid form + required attachments (A305 exhibits you actually completed, bid bond from the surety if required, acknowledgments). Do not attach the raw AI transcript to the Owner. Do not attach an unedited exclusions dump that rewrites the specs.
6. **Submit is human.** Name, date, signature / electronic submit under the Instructions (§ 4.3.1 form of Bid). The agent does not click send on the portal and does not drop the sealed envelope.
7. **Log the way you already do.** Keep the edited Word/PDF with the bid file, plus the addenda register and the sheet that maps each letter paragraph to its source. Excel is enough. Do not stand up a new vendor for this job.

Expected shape of the gain: a first-pass outbound package that matches the invitation and the addenda list, so bid day is edit-and-submit rather than invent-from-memory. That is not “the model bid the job.” There is no published, independent hours-saved or accuracy number for a $5–10M GC bid-proposal agent. Time one of *your* bids before you change anything you pay for.

## Build

A general-purpose model that can read PDFs and spreadsheets can draft a cover letter, an inclusions/exclusions summary, and a short proposal narrative from an invitation, an addenda list, and estimator-owned summaries. Whether an Alternate is priced, whether an exclusion contradicts § 1.2.1, whether Addendum 3 was received, and whether the bid form is complete, need a person. Do not treat the draft as the Bid, and do not let it invent commercial terms.

> A workable v1: a prompt template that returns three artifacts — (1) cover letter, (2) inclusions/exclusions summary table (item, included/excluded, citation to upload or “estimator-owned note,” “do not invent”), (3) proposal narrative — plus an addenda-acknowledgment checklist sourced only from the upload, and a bid-form blank checklist (Base Bid / Alternates / allowances / unit prices / license / bid security) marked **human fill**. Require “not in the uploaded files” instead of guessing. Footer on every artifact: do not submit; estimator owns every price, alternate, exclusion, and the submit. Keep the transcript with the bid file.

Do not build a custom classifier this quarter. Do not fine-tune. Do not build a “bid board.” The invitation, this addenda stack, and these owned numbers are the only corpus that matters.

## Deploy

1. Pick a recently submitted bid you still stand behind — one where the cover letter was thin or late, plus one where an Addendum acknowledgment or Alternate line was almost missed.
2. Run the agent on the same invitation + Instructions + bid form + addenda + takeoff summary + leveled export + scope-gap decisions (no later award emails in the upload). Time upload, draft, and your edit.
3. Diff the draft against what you actually submitted. Record invented Addenda, invented exclusions, prices the model filled without a sheet citation, narrative claims you would not stand behind, and any paragraph that contradicted the issued documents.
4. Decide using a rule set in advance: no package leaves the laptop unedited; every Addendum listed must exist in the upload or register; every dollar on the letter matches the bid form; if the model invents an exclusion, invents an Addendum, or fills a Base Bid you did not give it, it is not ready.

Use your project’s bid form, not a vendor demo RFP. Keep the workflow only if the package you would still sign is still something you would put your name on.

## Manage

**What “good” looks like**

- A named human **owns every price, alternate, exclusion, and the submit**. Raw model text is never the Bid and never the portal upload.
- The upload includes the invitation, Instructions, bid form, and **addenda actually received** (or a G804 / register). Memory of “the last job’s addenda” is not a search.
- Takeoff, bid-leveling, and scope-gap remain upstream. This job assembles the **outbound** package. All four can be true on the same bid day.
- Addenda acknowledgment matches the register. Alternates and unit-price / allowance lines are human-filled per the bid form and A701 / A101 rules — not invented in prose.
- An exclusion list is not a Modification (A201 § 1.1.1). Complementary documents still bind (A201 § 1.2.1).
- A305 facts are sworn by a person; A310 is signed by Contractor and Surety. The agent drafts narrative only where you asked it to, from uploaded facts.
- If you already have a takeoff, leveling, or document app, the agent reads an **export**. This page does not sell a new one.

**Who owns the seat**

The estimator / owner-estimator owns the Bid. On a $5–10M GC that is one person and the laptop they already use. The architect / owner owns the bidding procedures (G612 Part B → A701). The surety owns the bid bond. An agent does not become the Bidder’s representation that it read the Bidding Documents, and it does not become the submit.

**When to skip the agent (what not to automate)**

- You have not opened the Instructions or the bid form. Search first. The model cannot acknowledge an Addendum you never downloaded.
- You expected the model to **price the Base Bid**, pick Alternates, or replace the estimator’s commercial judgment. Wrong job.
- You expected it to re-do takeoff, re-level quotes, or walk the spec for holes. Those are [quantity takeoff](https://aiagents.construction/roles/estimator/quantity-takeoff/), [bid-leveling](https://aiagents.construction/roles/estimator/bid-leveling/), and [scope-gap](https://aiagents.construction/roles/estimator/scope-gap/).
- A blank allowance, unit price, or Alternate line. Flag it; do not let the model fill the number.
- Bid security / A310. Surety and human. Wrong instrument for a cover-letter draft.
- A sworn A305 financial exhibit you have not reviewed. Draft narrative ≠ notary.
- A negotiated GMP proposal where Part B / A701 was never the path ([G612 instructions](https://help.aiacontracts.com/hc/en-us/articles/1500009321901-instructions-g612-2017-owner-s-instructions-to-the-architect): if Contractors are selected by negotiation, Part B need not be completed). Different package; do not force an A701-shaped letter onto a negotiation.
- Life-safety, structural, or code promises in the narrative you cannot verify. Delete them.
- The cover letter is already a one-page habit and writing is not the bottleneck. Leave it.

**How to stand it up this quarter**

Use the model you already have access to. Drop in last bid’s invitation, Instructions, bid form, addenda, takeoff summary, leveled export, and scope-gap decisions. Edit against the bid form. Click every Addendum citation. Own every dollar. Submit only the human-edited package. Repeat on a live bid. Keep the workflow only if the signed Bid is still something you would put your name on. Do not buy a bid-board, proposal-AI, or takeoff product to complete this job.

## Watch-outs

- **Invented exclusions and Addenda acknowledgments.** Models write fluent “we acknowledge Addenda 1–4” and “we exclude unforeseen rock” lines that are not in the upload or in your owned notes. Same failure mode as legal citation hallucination: Dahl, Magesh, Suzgun & Ho, *Large Legal Fictions*, 16 *J. Legal Analysis* 64 (2024) ([arXiv:2401.01301](https://arxiv.org/abs/2401.01301), [doi:10.1093/jla/laae003](https://doi.org/10.1093/jla/laae003)) — public LLMs, asked verifiable questions about federal cases, hallucinated often and often could not tell. Those percentages are **legal-case questions, not bid-proposal accuracy**; do not import them as a construction performance rate. Do import the habit: every Addendum number and every exclusion in the draft is unverified until you open the register and the documents. Blank is honest; a confident fake acknowledgment is not.
- **Model-filled prices.** The agent does not own the Base Bid, Alternates, allowances, or unit prices. Placeholder or “from estimator sheet — verify” only. A fluent dollar amount without a sheet citation is a defect.
- **Exclusion letter as a rewrite.** Official A201 § 1.1.1: Modifications are listed. A model-drafted exclusions summary is not one of them. Official A201 § 1.2.1: complementary and reasonably inferable is already the Work. Sister [scope-gap](https://aiagents.construction/roles/estimator/scope-gap/) already warned: do not let the proposal page undo a carry decision or invent a hole into an exclusion.
- **Upstream jobs confused with this one.** Takeoff measures. Leveling compares quotes. Scope-gap walks the documents. This page **assembles the outbound package**. Do not ask one prompt to do all four.
- **A305 / A310 theater.** Sworn qualifications and surety bonds are human (and surety) seats. Drafting Exhibit C prose from uploaded facts is fine; inventing financials or a bond is not.
- **G716 / G701 on bid day.** Construction RFI and executed change order are after award. Bidding uses A701 clarification and addenda. Do not cite G716 as the reason your cover letter excludes a gap.
- **Unsigned AI as the Bid.** Fluent, late, and wrong is worse than a short human letter. The estimator signs and submits. The agent does not.
- **Do not replace the estimator.** The agent drafts from the upload. The estimator still owns every commercial term and the submit.

## Verdict

**Yes** — a $5–10M US GC should run this job this quarter if they already take off, level quotes, and keep scope-gap notes as files (or exports), the bottleneck is assembling the outbound cover letter / inclusions-exclusions / proposal narrative before the bid clock, and a person will still own every price, alternate, exclusion, and the submit. Use an agent to **draft the first-pass bid proposal package** from the invitation, addenda, leveled quotes, and scope-gap notes; the estimator owns the commercial terms and the submit. Skip this quarter if you expected the model to price the bid, invent exclusions, acknowledge Addenda it was not given, or click submit; if you thought this was takeoff, bid-leveling, or scope-gap; or if you were about to buy a bid-board / proposal product you do not already have. Do not publish this page as a vendor listing.
