"job": "The project manager at a US general contractor doing about $5–10M a year — often the owner wearing a PM hat, or one person who also writes RFIs, stamps submittals, walks pay apps, and still has to assemble the closeout binder while the superintendent chases attic stock in a Conex. There is no closeout clerk whose only job is O&M manuals and warranty tabs. Near the end of the job someone has to turn Division 01 closeout language, the open submittal log, manufacturer warranty PDFs the trades finally emailed, O&M discs that arrived in cardboard boxes, red-line as-built markups, key schedules, training sign-in sheets, and spare-parts notes into a **readable turnover checklist and binder index** the Architect / Owner can review. If the first pass is a vague “closeout TBD,” Occupancy stalls and final payment waits. If a fluent AI draft invents O&M manuals that were never received, invents warranty start dates, invents as-built sheet numbers, or marks “complete” what is still sitting in a sub’s truck, you have worse than a late binder — you have a certified-looking package that is empty where it matters.\n\nThis job is **use an agent**, not build a model. The PM already has a desk: the project’s Division 01 closeout sections, the open [submittal](https://aiagents.construction/roles/project-manager/submittal/) log, warranty / O&M notes and file names actually on hand, as-built / record-drawing status the field or CAD person reported, spare-parts / attic-stock / key / training checklists if Division 01 names them, and Word/Excel/PDF for the draft. The agent sits in the **assemble-and-draft** step only. It does not invent manuals. It does not invent warranty dates. It does not invent as-built sheets. It does not certify final completion. It does not email the Architect or Owner a raw model draft. An unsigned AI checklist is not a turnover package, and it is not a final Certificate for Payment.\n\nWithout an agent the work is still the same: read Division 01, build the closeout matrix (what, who, where filed, status), chase missing O&Ms and warranties from trades, confirm record drawings / as-builts match what the Contract Documents require, deliver attic stock and keys where named, schedule training, index the binders or PDF set, issue to the Architect / Owner, then chase comments until the package clears.\n\n**This job is not the punch / deficiency list.** Sister job: [first-pass punch-list drafting](https://aiagents.construction/roles/project-manager/punch-list/) under A201 § 9.8.2 / G704 — the contractor’s comprehensive list of items to be **completed or corrected** prior to final payment. That seat is walk notes and photos of incomplete or nonconforming Work. **This seat is closeout submittals / turnover deliverables**: O&M manuals, warranties, record drawings / as-builts, attic stock / extra stock, spare parts, keys, training / demonstration, certificates, and related binder organization. MasterFormat puts the punch list under **01 78 13 Completion and Correction List**; this page lives in **01 77 00 / 01 78 00** (and related 01 78 xx) territory. Do not merge the two pages.\n\n**What Division 01 numbers this package under (numbering + example specs — not invented clause text).** [CSI MasterFormat 2026](https://www.csiresources.org/standards/masterformat2026) is the current North American shared language for organizing project requirements; Division 01 (General Requirements) received maintenance updates. A published MasterFormat 2018 numbers listing used by industry references ([AGC Austin MasterFormat 2018 PDF](https://www.agcaustin.org/uploads/1/2/2/9/122909896/masterformat_2018_web.pdf)):\n\n- **01 77 00 – Closeout Procedures** — administrative and procedural requirements for completion of the Work; may include substantial and final completion steps.\n- **01 78 00 – Closeout Submittals** — administrative and procedural requirements for processing of submittals at project completion; alternate terms in the listing include attic stock / extra stock, O and M (operation and maintenance), project record documents / as-built drawings / as-built specifications, warranties / guarantees.\n- Under 01 78 00, published child numbers include **01 78 13 Completion and Correction List** (punch sister — not this page), **01 78 19 Maintenance Contracts**, **01 78 23 Operation and Maintenance Data** (with **01 78 23.13 Operation Data**, **01 78 23.16 Maintenance Data**, **01 78 23.19 Preventative Maintenance Instructions**), **01 78 29 Final Site Survey**, **01 78 33 Bonds**, **01 78 36 Warranties**, **01 78 39 Project Record Documents**, **01 78 43 Spare Parts**, **01 78 46 Extra Stock Materials**, **01 78 53 Sustainable Design Closeout Documentation**.\n- **01 79 00 – Demonstration and Training** — demonstration of products/systems and training of the Owner’s operating and maintenance personnel (see also 01 78 23 for O&M data submittal).\n\nMasterFormat is numbering language, not a binder form. Your project manual and your contract name who assembles O&Ms, who signs warranties in the Owner’s name, who produces record drawings, where attic stock is delivered, and how the package is issued. Draft **into that** format when Division 01 already names one.\n\n**Example project language (cite as example specs, not AIA statute).** University of Houston Section **01 77 00 Closeout Procedures** ([PDF](https://www.uh.edu/facilities-services/departments/fpc/master-specs/01-77-00-fl---closeout-procedures.pdf)): before Substantial Completion inspection, submit closeout submittals including project record documents, operation and maintenance manuals, warranties / workmanship bonds / maintenance service agreements / final certifications, maintenance material submittals (tools, spare parts, extra materials — attic stock) with a schedule of maintenance material items, and test/adjust/balance records; make final changeover of permanent locks and deliver keys to Owner; instruct Owner’s personnel (demonstration and training); organize warranty documents into an orderly sequence based on the Project Manual table of contents, bind with tabbed dividers, and provide a PDF copy. University of Kentucky **017800S01 Closeout Submittals** ([PDF](https://facilities.uky.edu/sites/default/files/standards/017800S01%20Closeout%20Submittals.pdf)): require an indexed digital PDF O&M / warranty set compiled in CSI MasterFormat order with bookmarks; warranties naming the University as Owner; contractor as-built PDF sheets; A/E record drawings in PDF and CAD-consumable formats; training videos — catalog cut sheets alone are not acceptable O&M replacements in that standard. Public federal guide **UFGS 01 78 00 Closeout Submittals** ([PDF](https://legacy.wbdg.org/FFC/DOD/UFGS/UFGS%2001%2078%2000.pdf)): as-built/record drawings, warranty management, O&M manuals, spare parts — DoD guide language, not a private GC contract. Those are **examples**. Your job’s Division 01 wins.\n\n**What A201 says about warranties, Architect receipt, and final payment (official preview / summary only — do not invent clause text).** Official [A201–2017 preview](https://contractdocs.aia.org/PreviewFiles/Preview_A201-2017.pdf) § **3.5.2**: all material, equipment, or other special warranties required by the Contract Documents shall be issued in the name of the Owner, or shall be transferable to the Owner, and shall commence in accordance with Section 9.8.4. Official § **4.2.9**: the Architect will conduct inspections to determine the date or dates of Substantial Completion and the date of final completion; issue Certificates of Substantial Completion pursuant to Section 9.8; **receive and forward to the Owner, for the Owner’s review and records, written warranties and related documents required by the Contract and assembled by the Contractor pursuant to Section 9.10**; and issue a final Certificate for Payment pursuant to Section 9.10. Official § **9.10 Final Completion and Final Payment** (distinct from this turnover checklist seat, and distinct from the § 9.8 punch list): upon Contractor notice that the Work is ready for final inspection and acceptance and upon a final Application for Payment, the Architect inspects; when the Work is acceptable and the Contract fully performed, the Architect issues a final Certificate for Payment. Official § **9.10.2**: neither final payment nor remaining retained percentage becomes due until the Contractor submits to the Architect (1) an affidavit that payrolls, bills for materials and equipment, and other indebtedness connected with the Work for which the Owner or Owner’s property might be responsible or encumbered have been paid or otherwise satisfied, (2) a certificate evidencing insurance required to remain in force after final payment is currently in effect, (3) a written statement that the Contractor knows of no reason that insurance will not be renewable for the required period, (4) consent of surety, if any, to final payment, (5) **documentation of any special warranties, such as manufacturers’ warranties or specific Subcontractor warranties**, and (6) if required by the Owner, other data establishing payment or satisfaction of obligations (receipts, releases, waivers of liens, claims, security interests, or encumbrances) in the form the Owner designates. Practical point for **this** job: the agent may draft a checklist / binder index of closeout submittals and special-warranty documentation **named in the upload**; it does not invent warranty PDFs, does not execute affidavits, and does not become final payment. Official [A201–2017 summary](https://help.aiacontracts.com/hc/en-us/articles/1500010259162-summary-a201-2017-general-conditions-of-the-contract-for-construction) likewise describes § 3.5.2 special warranties in the Owner’s name or transferable, commencing per § 9.8.4 — cite summary / preview language only.\n\n**G706 / G706A are not this job.** Official [G706–1994 summary](https://help.aiacontracts.com/hc/en-us/articles/1500009446741-summary-g706-1994-contractor-s-affidavit-of-payment-of-debts-and-claims): contractor affidavit submitted with the final request for payment stating payrolls, material/equipment bills, and other indebtedness have been paid or otherwise satisfied, with exceptions listed — typically a **condition of final payment**. Official [G706A–1994 summary](https://help.aiacontracts.com/hc/en-us/articles/1500009446521-summary-g706a-1994-contractor-s-affidavit-of-release-of-liens): companion sworn statement that releases / waivers of liens have been received. The [G-Series catalog](https://learn.aiacontracts.com/contract-doc-pages/71176-g-series-contract-administration-and-project-management-forms/) lists G706, G706A, and G707 (Consent of Surety to Final Payment) among contract-administration forms. Those ride the **§ 9.10 final-payment path**. This page drafts the **Division 01 closeout-submittals / turnover checklist and binder index** — O&M, warranties, record documents, attic stock, keys, training — not the sworn payment affidavits.\n\n**This job is not a punch list, not a pay app, not a submittal review, not minutes, not a change order, not an RFI, and not material receiving.**\n\n- **Not the punch / deficiency list.** Sister: [punch-list](https://aiagents.construction/roles/project-manager/punch-list/). Incomplete Work vs missing O&M binder tab are different seats. A missing handrail may be punch; a missing roof warranty PDF is closeout submittal.\n- **Not owner pay-application drafting.** Sister: [pay-application](https://aiagents.construction/roles/project-manager/pay-application/). Progress / final billing is G702/G703 territory; this seat indexes turnover deliverables that often must clear before or with final payment — it does not draft the pay app or invent percent complete.\n- **Not first-pass submittal review.** Sister: [submittal](https://aiagents.construction/roles/project-manager/submittal/). Construction-phase shop drawings / product data are reviewed **during** the Work under 01 33 00. Closeout submittals are the **completion** package under 01 78 00. The open submittal log **informs** what O&M / warranty package should still arrive; the agent does not “approve” a construction submittal inside a closeout index.\n- **Not OAC meeting minutes.** Sister: [meeting-minutes](https://aiagents.construction/roles/project-manager/meeting-minutes/). Minutes may track “closeout binder due Friday”; they are not the binder index.\n- **Not a change order.** Sister: [change-order](https://aiagents.construction/roles/project-manager/change-order/). Extra Work belongs on G701 / PCO, not as a soft “add to closeout.”\n- **Not an RFI.** Sister: [RFI](https://aiagents.construction/roles/project-manager/rfi/). Clarifications during the Work stay there.\n- **Not material receiving.** Sister: [material-receiving](https://aiagents.construction/roles/superintendent/material-receiving/). Warranties and mill certs may arrive with a load; the gate log is not the closeout binder.\n\n**Why a $5–10M GC still does this.** A late or empty turnover package is Occupancy delayed, Architect / Owner rejection of the closeout set, warranty fights when special warranties were never assembled in the Owner’s name, and final payment held while § 9.10.2 special-warranty documentation and related deliverables remain missing. On this size GC the “assemble and submit” duty is usually the **PM / owner-PM** with the superintendent’s keys / attic-stock notes and the trades’ O&M dumps — not a dedicated closeout department. That is why the **first-pass checklist and binder index from real Division 01 + real status notes** is the job — and why the human still owns every line’s readiness, completeness against the Contract Documents, and the issue to the Architect / Owner. Do **not** claim AI can invent manuals, invent warranty dates, invent as-builts, certify final completion, or send the package.",
"use": "This is a use workflow. You do not train a model. You do not ask it to invent O&M manuals, invent warranty start/end dates, invent as-built sheet numbers, invent attic-stock quantities, mark deliverables complete that are not in hand, certify final completion, or email the Architect / Owner. You give it Division 01 and the status notes / file lists you actually have, you get a draft checklist and binder index, you edit and issue only what you would defend when the Architect asks “where is the roof warranty?”\n\n1. **Confirm the instrument.** Are you drafting a closeout-submittals checklist + binder / PDF index into your Excel columns or Word headings, or does Division 01 already name a closeout matrix / turnover form under 01 77 00 / 01 78 00 / 01 78 23 / 01 78 36 / 01 78 39 / 01 78 43 / 01 78 46 / 01 79 00? Draft **into that**. Do not fork a competing “official” closeout app. Do not treat the draft as G704, as G706/G706A, or as a final Certificate for Payment.\n2. **Gather only this closeout cycle’s inputs.** The project’s Division 01 closeout sections (or extracted requirement list you already prepared); open [submittal](https://aiagents.construction/roles/project-manager/submittal/) status export or notes for closeout-related items; warranty / O&M file names and status notes actually on hand (received / missing / draft from trade / rejected); as-built / record-drawing status the field or CAD person reported; attic stock / spare parts / keys / training notes if named; prior Architect / Owner closeout comments if this is a revision. Do not feed “the whole job folder” and hope. Do not upload a blank folder and ask the model to remember typical HVAC O&Ms.\n3. **Separate facts the files show from calls only a human may make.** Spec section numbers and required deliverable names can be drafted from Division 01 text in the upload. File names and “received / missing” flags can be drafted from status notes in the upload. **Whether each deliverable is actually ready, whether the warranty is correctly issued in the Owner’s name, whether as-builts match the Work, whether attic stock quantities match the Contract Documents, completeness of the package, and issue to the Architect / Owner** are the PM’s call — pulled from the job file and the Contract Documents, not from model memory. If an O&M was not received, write **missing — PM / trade to provide**, do not invent “O&M Vol. 3 complete.”\n4. **Feed the agent those files plus your template.** Your Excel columns or Word/PDF headings (CSI / spec section, deliverable type — O&M / warranty / record drawing / as-built / attic stock / spare parts / keys / training / certificate / other, required by Division 01 cite, responsible trade/party, file name or binder tab, status received/missing/in review/PM to confirm, notes, date). Prompt shape: draft one closeout-submittals / turnover checklist and binder index for this Project only; list deliverables only from uploaded Division 01 and status notes; map to 01 77 00 / 01 78 xx / 01 79 00 numbering **only if** those numbers appear in the upload or your template; do not invent O&M manuals, warranty dates, as-built sheet numbers, attic-stock quantities, or “complete” status; flag gaps the human already noted; leave readiness as **PM to confirm** unless notes name received; do not draft G706/G706A text; do not call this final completion or final payment; do not draft Architect or Owner signatures; footer: “Draft only — PM owns completeness, what is actually delivered, and issue to the Architect / Owner; not a final Certificate for Payment; not G706/G706A; not the punch list.”\n5. **Human edit before the Architect / Owner sees it.** Walk the draft against Division 01 and the real file cabinet / shared drive. Strike invented manuals and phantom warranty dates. Confirm every “received” line has a real file. Confirm warranties that must be in the Owner’s name (A201 § 3.5.2) are not marked done because a brochure PDF exists. Confirm as-built / record-drawing lines match what CAD / field actually produced. Confirm attic stock / spare parts / keys / training are not “complete” from model folklore. Confirm you did not park punch items or pay-app lines inside the closeout index.\n6. **Issue to the Architect / Owner — human only.** Official A201 path: Contractor assembles written warranties and related documents; Architect receives and forwards to the Owner for review and records (§ 4.2.9 / § 9.10). The agent does not email a raw model draft as “our closeout package — please accept.” Punch stays on [punch-list](https://aiagents.construction/roles/project-manager/punch-list/); billing on [pay-application](https://aiagents.construction/roles/project-manager/pay-application/); G706/G706A on the § 9.10 affidavit path.\n7. **Log the way you already do.** Keep the edited checklist with the binder PDF / tab index, warranty set, O&M set, and record-document package. Update status as trades deliver. Real changes go to [change-order](https://aiagents.construction/roles/project-manager/change-order/); final affidavits stay G706/G706A / § 9.10 — not a silent rewrite inside the O&M index.\n\nExpected shape of the gain: less time turning Division 01 requirements, open submittal status, and scattered warranty/O&M/as-built notes into a readable first-pass closeout checklist and binder index the PM can edit before issue. That is not “the model closed out the job.” There is no published, independent hours-saved or accuracy number for a $5–10M GC first-pass closeout-submittals draft that this page will invent. Time one of *your* closeout packages (draft + your edit vs writing cold) before you change anything you pay for.",
"build": "A general-purpose model that can read Division 01 PDF text, spreadsheets, and status notes can draft a structured closeout checklist and binder index from those inputs. Whether each deliverable is actually in hand, whether a warranty is correctly issued, whether as-builts match the Work, completeness against the Contract Documents, and issue to the Architect / Owner need a person. Do not treat the draft as final completion, and do not build from invented manuals or phantom warranty dates.\n\n> A workable v1: a prompt template that returns one closeout-submittals package — checklist rows (spec section, deliverable type, Division 01 cite from upload only, responsible party defaulting to **PM to assign** unless named, file/tab name from notes only, status defaulting to **PM to confirm** / **missing** unless notes say received), a binder / PDF index outline (tab order matching Project Manual or CSI order **only if** the upload or template says so), flags (**not in upload / warranty Owner-name check needed / as-built status unclear / possible punch-list sister / possible § 9.10 affidavit seat / draft — not final payment**), and a “PM owns completeness, actual delivery, and issue; Architect/Owner review; not G706/G706A; not punch list” footer. Keep the source Division 01 extract and status notes with the checklist file. Require “not in the uploaded files” instead of filling a gap.\n\nDo not build a custom closeout CMS this quarter. Do not fine-tune. Do not connect a model to auto-email the Architect / Owner or auto-sign affidavits. This project’s Division 01 and this cycle’s status notes are the only corpus that matters.",
"deploy": "1. Pick five recent closeout packages you still stand behind — one clean small remodel with a short O&M/warranty set, one MEP-heavy job with many manuals, one where record drawings lagged, one where attic stock / keys / training were the choke points, one quiet package that was mostly chasing missing trade PDFs.\n2. Run the agent on the **same** Division 01 extract + submittal/closeout status notes + warranty/O&M/as-built notes only (no later “Owner accepted binder” emails that reveal outcomes unless you are testing edit, not prophecy). Time upload, draft, and your edit.\n3. Diff the draft against what you actually issued. Record invented O&M volumes, invented warranty dates, invented as-built sheets, deliverables marked complete that were missing, punch items wrongly parked in the index, and any draft that claimed final completion, final payment, or G706/G706A.\n4. Decide using a rule set in advance: no package is issued unedited; every “received” line must point to a real file or a PM-supplied cell; if the model invents five fluent “Warranty — roofing — 20-year — complete” lines no PDF supports, it is not ready.\n\nUse your real Division 01 and your real status notes, not a vendor demo. Keep the workflow only if the checklist you would issue is still something you would put your name on when the Architect / Owner opens the binder.",
"manage": "**What “good” looks like**\n\n- A named human **edits every draft**, owns completeness, what is actually delivered, and issue to the Architect / Owner.\n- Raw model text is never emailed to the Architect or Owner as the turnover package or as final completion.\n- The upload includes the Division 01 extract and the status notes / file lists actually used — not a memory of “typical closeout.”\n- Closeout submittals vs [punch list](https://aiagents.construction/roles/project-manager/punch-list/) vs [pay app](https://aiagents.construction/roles/project-manager/pay-application/) vs [submittal review](https://aiagents.construction/roles/project-manager/submittal/) vs G706/G706A stay distinct. Sister seats stay those jobs.\n- O&M manuals, warranty dates, as-built sheets, and attic-stock quantities appear only when a person has them or the source files state them. Blank / **missing — PM to confirm** is honest; a confident fake “complete” is not.\n- Final payment affidavits and final Certificates for Payment are not silently “approved” inside a closeout index PDF.\n- If you already have a closeout / turnover checklist or PM app, the agent drafts **into that**. This page does not sell a new one.\n\n**Who owns the seat**\n\nThe PM / owner-PM owns the closeout-submittals checklist, binder index, completeness against Division 01 and the Contract Documents, confirmation of what is actually delivered, and issue to the Architect / Owner. On a $5–10M GC that is one person and the laptop they already use. Trades own providing their O&Ms, warranties, and as-built markups. The superintendent often owns keys, attic-stock delivery location, and field training logistics. The Architect receives/forwards warranties and related documents and handles final inspection / final Certificate for Payment under A201. The Owner reviews the turnover set. An agent does not become any of those seats.\n\n**When to skip the agent (what not to automate)**\n\n- You have no Division 01 extract and no status notes. Do not ask a model to remember the closeout matrix.\n- You expected the model to invent O&M manuals, invent warranty dates, invent as-builts, or mark missing deliverables complete. Wrong seat.\n- You need G706 / G706A affidavits, surety consent, or a final Certificate for Payment under § 9.10. Different instruments — do not paraphrase them into an O&M index.\n- The open items are really incomplete Work for the [punch list](https://aiagents.construction/roles/project-manager/punch-list/), or extra Work for [change-order](https://aiagents.construction/roles/project-manager/change-order/).\n- Life-safety / code closeout certificates that need the design professional or AHJ — human path only; at most let the agent format a checklist row the PM already confirmed.\n- The closeout habit is already a clean Excel matrix and typing is not the bottleneck. Leave it.\n\n**How to stand it up this quarter**\n\nUse the model you already have access to. Drop in this project’s Division 01 closeout extract, the open closeout/submittal status notes, warranty/O&M/as-built notes, and your checklist headings. Edit every line, confirm what is actually in hand, issue to the Architect / Owner, chase gaps. Keep the workflow only if the package is still something you would put your name on. Do not buy a closeout product to complete this job.\n\n## Citations\n\nTools are citations, not new brand pages. Do not invent vendor homepages. This page does not create a Procore, Autodesk, Fieldwire, PlanGrid, or other closeout-app vendor listing.\n\n- **[CSI MasterFormat 2026](https://www.csiresources.org/standards/masterformat2026)** / **[MasterFormat 2018 numbers PDF](https://www.agcaustin.org/uploads/1/2/2/9/122909896/masterformat_2018_web.pdf)** — Division 01; **01 77 00** Closeout Procedures; **01 78 00** Closeout Submittals; **01 78 23** Operation and Maintenance Data; **01 78 36** Warranties; **01 78 39** Project Record Documents; **01 78 43** Spare Parts; **01 78 46** Extra Stock Materials; **01 79 00** Demonstration and Training; **01 78 13** Completion and Correction List is the punch sister. Legal Analysis* 64 (2024) ([arXiv:2401.01301](https://arxiv.org/abs/2401.01301), [doi:10.1093/jla/laae003](https://doi.org/10.1093/jla/laae003)) — public LLMs, asked verifiable questions about federal cases, hallucinated often and often could not tell. Those percentages are **legal-case questions, not closeout-package accuracy**; do not import them as a construction performance rate. Do import the habit: every manual, warranty date, and sheet number in the draft is unverified until you open the files and your status notes. Blank / **missing — PM to confirm** is honest; a confident fake “complete” is not.\n- **Treating an AI closeout index as final completion, final payment, or G706/G706A.** Special-warranty documentation can be among § 9.10.2 precedents; the checklist is not the affidavit and not the final Certificate for Payment. Sister [pay-application](https://aiagents.construction/roles/project-manager/pay-application/) owns billing drafts.\n- **Merging with the punch list.** Incomplete Work is [punch-list](https://aiagents.construction/roles/project-manager/punch-list/) (01 78 13 / A201 § 9.8). Missing O&M / warranty / record documents are this seat (01 77 00 / 01 78 00). Keep both pages.\n- **Skipping Owner-name / transferable warranty checks.** Official A201 § 3.5.2 requires special warranties in the Owner’s name or transferable, commencing per § 9.8.4. Flag missing or wrong-party warranties the human noted; do not invent clearance.\n- **Mixing seats.** Closeout submittals ≠ [punch list](https://aiagents.construction/roles/project-manager/punch-list/) ≠ [pay app](https://aiagents.construction/roles/project-manager/pay-application/) ≠ [submittal review](https://aiagents.construction/roles/project-manager/submittal/) ≠ [minutes](https://aiagents.construction/roles/project-manager/meeting-minutes/) ≠ [change order](https://aiagents.construction/roles/project-manager/change-order/) ≠ [RFI](https://aiagents.construction/roles/project-manager/rfi/) ≠ G706/G706A.\n- **Unsigned AI to the Architect or Owner.** Fluent, late, and empty is worse than a short human checklist. Do not let the model send.\n- **Do not replace the PM.** The agent drafts from Division 01 and status notes the human provides. The PM still owns completeness, what is actually delivered, and issue.\n\n## Verdict\n\n**Yes** — a $5–10M US GC should run this job this quarter if closeout already starts as Division 01 requirements, open submittal / warranty / O&M / as-built status notes, and a place to file the turnover checklist; the bottleneck is turning that stack into a readable first-pass binder index before the Architect / Owner asks; and a person will still own every readiness call, completeness against the Contract Documents, and the issue. Use an agent to **draft a first-pass closeout-submittals / turnover package checklist and binder index from Division 01 closeout requirements, open submittal status, warranty/O&M notes, and as-built/record-drawing status**; the PM owns completeness, what is actually delivered, and issue to the Architect / Owner. Skip this quarter if you expected the model to invent O&M manuals or warranty dates, to invent as-built sheets, to certify final completion, to execute G706/G706A, to replace the [punch-list](https://aiagents.construction/roles/project-manager/punch-list/) seat, to email raw drafts to the Architect / Owner, or to buy a closeout product you do not already have. Do not publish this page as a vendor listing."
