## The job

The project manager at a US general contractor doing about $5–10M a year — often the owner wearing a PM hat, or one person who also writes RFIs, stamps submittals, walks pay apps, and answers the superintendent at 6 p.m. There is no punch clerk whose only job is the closeout list. Near the end of the job someone has to turn a stack of walk notes from the super, phone photos of nicks and missing devices, last week’s open items from OAC minutes, and a half-finished Excel log into the **contractor’s comprehensive list of items to be completed or corrected** that goes to the Architect before (or with) Substantial Completion. If the first pass is a vague “misc. touch-up — TBD,” the Architect amends it into a novel and your trades get blindsided. If a fluent draft invents rooms, invents sheet numbers, or marks work complete that is still open in the field, you have worse than a late list — you have a certified-looking lie waiting to be attached to a G704.

This job is **use an agent**, not build a model. The PM already has a desk: walk notes or a voice memo from the punch walk, phone photos with room tags, the open-item / carry-forward log from [meeting minutes](https://aiagents.construction/roles/project-manager/meeting-minutes/), recent [daily reports](https://aiagents.construction/roles/superintendent/daily-report/) that mention incomplete Work, Division 01 closeout language, and Word/Excel/PDF for the draft. The agent sits in the **assemble-and-draft** step only. It does not decide Substantial Completion. It does not invent missing rooms. It does not assign a trade without a source. It does not become the Architect’s Certificate. An unsigned AI draft is not a punch list, and it is not a G704.

Without an agent the work is still the same: walk the job (or walk with the Architect), write every incomplete or nonconforming item, tag location and trade, cross-check against open RFIs / PCOs / prior minutes, issue the list to the Architect, then chase trades until the attached list and the final Certificate for Payment path clear.

**What Substantial Completion and the list are (official AIA).** Official [A201–2017](https://contractdocs.aia.org/PreviewFiles/Preview_A201-2017.pdf) § **9.8.1**: Substantial Completion is the stage in the progress of the Work when the Work or designated portion thereof is sufficiently complete in accordance with the Contract Documents so that the Owner can occupy or utilize the Work for its intended use. Official § **9.8.2**: When the Contractor considers that the Work, or a portion thereof which the Owner agrees to accept separately, is substantially complete, **the Contractor shall prepare and submit to the Architect a comprehensive list of items to be completed or corrected prior to final payment.** Failure to include an item on such list does not alter the responsibility of the Contractor to complete all Work in accordance with the Contract Documents. Official § **9.8.3**: Upon receipt of the Contractor’s list, the Architect will make an inspection; if inspection discloses any item (whether or not on the Contractor’s list) that keeps the Work from being sufficiently complete for occupancy/use, the Contractor completes or corrects before the Certificate issues, then requests another inspection. Official § **9.8.4**: When substantially complete, the Architect prepares a Certificate of Substantial Completion that establishes the date; establishes responsibilities for security, maintenance, heat, utilities, damage to the Work, and insurance; and fixes the time within which the Contractor shall finish all items on the list accompanying the Certificate. Warranties required by the Contract Documents commence on the date of Substantial Completion unless otherwise provided in the Certificate. Official § **9.8.5**: Certificate submitted to Owner and Contractor for written acceptance; upon acceptance (and surety consent if any), Owner makes payment of retainage applying to that Work/portion, adjusted for incomplete or nonconforming Work.

**What G704 is.** Official [G704–2017 summary](https://help.aiacontracts.com/hc/en-us/articles/1500009430502-summary-g704-2017-certificate-of-substantial-completion): standard form for recording the date of Substantial Completion of the Work or a designated portion. The **contractor prepares** a list of items to be completed or corrected following Substantial Completion; the **architect verifies and amends** this list. If the architect finds the Work substantially complete, the form is prepared for acceptance by contractor and owner, and **the list is attached**. In G704 the parties agree on the time allowed for completion or correction; the date the owner will occupy; and responsibilities for maintenance, heat, utilities, and insurance. Purpose: establish the Substantial Completion date for commencement of applicable warranties and to allow the Owner to occupy or utilize the Work or designated portion. Prepared for use under A201 (and the general conditions in A104 / A105). Official [G704–2017 instructions](https://help.aiacontracts.com/hc/en-us/articles/1500009322461-instructions-g704-2017-certificate-of-substantial-completion): Architect inserts a detailed description of the Project or portion accepted as substantially complete and signs/dates after the first paragraph; warranties commence on Substantial Completion unless parties identify exceptions; Architect provides Owner and Contractor the list of items to be completed or corrected, determines dates for completion, and establishes a cost estimate of such Work; Owner, Architect, and Contractor execute at their signature lines.

**G704 sample language that matters on a $5–10M desk.** Official [G704–2017 sample PDF](https://assets.aiacontracts.com/ctrzdweb02/zdpdfs/aia-g704-2017-sample.pdf): the form’s Substantial Completion definition matches A201 § 9.8.1 (Work or designated portion sufficiently complete per Contract Documents so Owner can occupy or utilize for intended use). Under “Work to be Completed or Corrected”: a list of items is attached or transmitted as agreed and identified; **“The failure to include any items on such list does not alter the responsibility of the Contractor to complete all Work in accordance with the Contract Documents.”** The sample has a **blank days field** — “The Contractor will complete or correct the Work on the list of items attached hereto within ( ) days from the above date of Substantial Completion” — and a **cost estimate** field for Work to be completed or corrected. This page does **not** invent a “typical” days number as an AIA mandate; the parties fill the blank. Warranties on listed items, unless otherwise agreed in writing, commence on issuance of the final Certificate of Payment or the date of final payment, whichever occurs first (sample language). Responsibilities for security, maintenance, heat, utilities, damage, and insurance are filled by the parties (sample notes legal/insurance counsel should review).

**Where Division 01 parks the rule.** [CSI MasterFormat 2026](https://www.csiresources.org/standards/masterformat2026) is the current North American shared language for organizing project requirements; Division 01 (General Requirements) received maintenance updates. A published MasterFormat 2018 numbers listing used by industry references **01 77 00 – Closeout Procedures** (administrative/procedural requirements for completion of the Work; may include substantial and final completion steps), **01 78 00 – Closeout Submittals**, and specifically **01 78 13 – Completion and Correction List** ([AGC Austin MasterFormat 2018 PDF](https://www.agcaustin.org/uploads/1/2/2/9/122909896/masterformat_2018_web.pdf)). MasterFormat is numbering language, not a punch-list form. Your project manual and your contract name who walks, who drafts the contractor’s list, who distributes, and how it attaches to G704.

**This job is not a daily, not a safety note, not minutes, not a pay app, not a change order, and not final affidavits.**

- **Not a superintendent daily.** A construction daily is a contemporaneous, dated, jobsite-level record — manpower, weather, work in place, delays, visitors, a signature by the person who was there. Sister job: [superintendent daily field report](https://aiagents.construction/roles/superintendent/daily-report/). Dailies **inform** open incomplete Work; they are not the comprehensive list under § 9.8.2.
- **Not a safety observation.** Sister job: [safety observation and near-miss logging](https://aiagents.construction/roles/superintendent/safety-observation/). A missing handrail that is life-safety may show up on both seats; the punch list is still the closeout completion/correction instrument, not the safety log.
- **Not OAC meeting minutes.** Sister job: [first-pass OAC meeting-minutes drafting](https://aiagents.construction/roles/project-manager/meeting-minutes/). Minutes may track “punch walk Thursday” and carry open items; they are not the contractor’s comprehensive list and not G704.
- **Not a pay application.** Sister job: [first-pass owner pay-application drafting](https://aiagents.construction/roles/project-manager/pay-application/). Official [G702](https://help.aiacontracts.com/hc/en-us/articles/1500009387461-summary-g702-1992-application-and-certificate-for-payment) is the progress billing package. Retainage release tied to Substantial Completion / § 9.8.5 is payment procedure; the punch list is the attached completion/correction list, not the G703.
- **Not a change order.** Official [G701–2017](https://help.aiacontracts.com/hc/en-us/articles/1500009384382-summary-g701-2017-change-order) is the signed agreement on Work, Contract Sum/GMP, and Contract Time. Sister job: [first-pass change-order drafting](https://aiagents.construction/roles/project-manager/change-order/). A punch item that is actually extra Work needs the change / CCD / claim path — not a soft “add to punch” that rewrites the Contract Documents.
- **Not final G706 / G706A affidavits.** The [G-Series catalog](https://learn.aiacontracts.com/contract-doc-pages/71176-g-series-contract-administration-and-project-management-forms/) lists G706 Contractor’s Affidavit of Payment of Debts and Claims and G706A Contractor’s Affidavit of Release of Liens among final-payment closeout forms. Those ride the final payment path under A201 § 9.10 — after (or alongside) clearing the list, not instead of drafting it.
- **Not the president’s weekly risk digest.** Sister job: [weekly project-risk digest](https://aiagents.construction/roles/president/risk-digest/). That seat **reads** exceptions across jobs; this seat **writes** one job’s contractor punch / deficiency list.

**Why a $5–10M GC still does this.** A late or sloppy punch list is Occupancy delayed, Architect amendments that bury your trades, warranty fights when items were never listed, and retainage held under § 9.8.5 adjustments for incomplete Work. Colloquially people say “punch list”; A201 § 9.8.2 says **comprehensive list of items to be completed or corrected prior to final payment**. On this size GC the Contractor’s “prepare and submit” duty is usually the **PM / owner-PM** with the superintendent’s walk notes — not a separate punch clerk. That is why the **first-pass draft after real walk notes and photos** is the job — and why the human still owns every item, every trade assignment, completeness against the Contract Documents, and the issue to the Architect. Do **not** claim AI can certify Substantial Completion or sign G704.

## Use

This is a use workflow. You do not train a model. You do not ask it to invent rooms, sheet numbers, trade assignments, days-to-complete, or cost estimates the files do not have. You give it what you walked and logged, you get a draft list, you edit and issue only what you would defend when the Architect inspects.

1. **Confirm the instrument and who prepares the list.** Are you on A201 § 9.8 / G704 (or a parallel closeout path the contract names)? Official § 9.8.2 puts the **comprehensive list** on the **Contractor**. On a $5–10M GC that is usually the PM with super walk notes. If Division 01 or the architect’s CA practice already owns a different list format, draft **into that** — do not fork a competing “official” set.
2. **Gather only this closeout cycle’s inputs.** Contemporaneous punch-walk notes (typed, voice memo, or annotated PDF); phone photos tagged to rooms / elevations when you have them; open-item / carry-forward log from issued [meeting minutes](https://aiagents.construction/roles/project-manager/meeting-minutes/); recent [dailies](https://aiagents.construction/roles/superintendent/daily-report/) that flag incomplete Work; open RFI / PCO / CO references **only if** they affect completion/correction (and if it is really a change, stop and use the [change-order](https://aiagents.construction/roles/project-manager/change-order/) seat); Division 01 closeout / 01 77 00 / 01 78 13 language if your manual names format; prior draft lists if this is a revision after Architect inspection (§ 9.8.3). Do not feed “the whole job folder” and hope.
3. **Separate facts the files show from calls only a human may make.** Item text and location can be drafted from notes and photo captions. **Whether an item is complete, which trade owns it, whether it belongs on the list vs a PCO, and whether the Work is ready to call substantially complete** are the PM’s call — pulled from the walk and the Contract Documents, not from model memory. If a room was not walked, write **unknown — PM to walk / complete**, do not invent “Corridor 120 paint touch-up.”
4. **Feed the agent those files plus your template.** Your Excel columns or Word/PDF list headings (item #, location, description, trade/responsible party, photo ref, status, notes). Prompt shape: draft one contractor comprehensive list of items to be completed or corrected for this Project (or designated portion) only; number items; write location and description from the upload only; assign trade **only if** the notes name it, else **PM to assign**; quote sheet / RFI / CO numbers **only if** they appear in the upload; do not invent rooms, devices, or deficiencies; do not mark items complete unless the notes say so; do not fill G704 days or cost-estimate blanks unless the PM supplied numbers; do not call this Substantial Completion; do not draft Architect or Owner signatures; footer: “Draft only — PM owns completeness, trade assignment, and issue to the Architect; not a Certificate of Substantial Completion.”
5. **Human edit before the Architect sees it.** Walk the draft against your notes and photos. Strike invented rooms and phantom “per Detail 5/A-501.” Confirm every trade assignment against who actually owes the Work. Confirm you did not park extra Work on the punch list that needs a G701 / G714 / claim. Confirm life-safety items are not buried as cosmetics. Confirm the list is **comprehensive relative to what you walked** — and remember official language: failure to include an item does **not** relieve the Contractor from completing all Work per the Contract Documents (A201 § 9.8.2 and G704 sample).
6. **Issue to the Architect — human only.** Official path: Contractor submits the list; Architect inspects and may amend (§ 9.8.3); when substantially complete, Architect prepares G704 with the list attached (§ 9.8.4 / G704 summary). The agent does not email the Architect a raw model draft as “our punch list — please certify.” Days-to-complete and cost estimate on G704 are party fields — fill from your judgment and the Architect’s process, not from a model guessing “30 days.”
7. **Log the way you already do.** Update the punch / deficiency log: item #, location, trade, date issued, Architect additions, status (open / in progress / complete / disputed), photo refs. When an item is really a change, move it to the PCO / G701 log. When G704 returns signed, keep the **attached** list with the Certificate PDF — that package is the record for warranties, occupancy responsibilities, and retainage adjustment under § 9.8.5. Sister seats stay separate: progress billing is [pay-application](https://aiagents.construction/roles/project-manager/pay-application/); weekly exceptions across jobs are [risk digest](https://aiagents.construction/roles/president/risk-digest/).

Expected shape of the gain: less time turning walk notes, photos, and open-item logs into a readable first-pass comprehensive list the PM can edit before the Architect’s inspection. That is not “the model punched the job.” There is no published, independent hours-saved or accuracy number for a $5–10M GC first-pass punch-list draft that this page will invent. Time one of *your* closeout walks (draft + your edit vs writing cold) before you change anything you pay for.

## Build

A general-purpose model that can read notes, spreadsheets, and photo captions can draft a numbered completion/correction list from a punch walk plus an open-item log. Whether the Work is substantially complete, whether an item is really extra Work, which trade owns the fix, and whether the Architect will amend the list, need a person. Do not treat the draft as a G704, and do not build from invented rooms or phantom deficiencies.

> A workable v1: a prompt template that returns one punch / deficiency package — numbered items, location, description sourced only from uploads, trade column defaulting to **PM to assign** unless named in notes, photo/ref column, status, flags (**not in notes / possible change path / possible safety seat / room not walked / draft — not G704**), and a “PM owns completeness, trade assignment, issue; Architect certifies Substantial Completion” footer. Keep the walk notes and photos with the list file. Require “not in the uploaded files” instead of filling a gap.

Do not build a custom classifier this quarter. Do not fine-tune. Do not connect a model to auto-email the Architect or auto-sign G704. This walk’s notes and this open-item log are the only corpus that matters.

## Deploy

1. Pick five recently issued punch / deficiency packages you still stand behind — one clean interior finish punch, one MEP-heavy list, one where the Architect heavily amended under § 9.8.3, one partial / designated-portion Substantial Completion, one quiet list that was mostly carry-forward from minutes.
2. Run the agent on the **same** walk notes + photos + open-item log only (no later “Architect final list” emails that reveal amendments unless you are testing edit, not prophecy). Time upload, draft, and your edit.
3. Diff the draft against what you actually issued / what attached to G704. Record invented rooms or sheet numbers, invented deficiencies, wrong trade assignments, items that belonged on a PCO, dropped open items from last minutes, and any draft that claimed Substantial Completion or filled G704 days/cost without a PM source.
4. Decide using a rule set in advance: no draft goes to the Architect unedited; every item and location must exist in the walk notes/photos or a PM-supplied cell; if the model invents five fluent touch-up lines on the clean package, it is not ready.

Use your real walk notes and your real photos, not a vendor demo. Keep the workflow only if the list you would issue is still something you would put your name on when the Architect inspects.

## Manage

**What “good” looks like**

- A named human **edits every draft**, owns completeness and trade assignment, and issues to the Architect.
- Raw model text is never emailed to the Architect or Owner as the contractor’s comprehensive list or as a Certificate of Substantial Completion.
- The upload includes the walk notes, photos, and open-item log actually used — not a memory of “typical punch.”
- Punch / deficiency list vs daily vs safety note vs minutes vs pay app vs G701 vs G706/G706A stay distinct. Sister seats stay those jobs.
- Architect inspection and G704 certification are the Architect’s seat (§ 9.8.3–9.8.4). An AI draft is not a Certificate.
- G704 days and cost-estimate blanks are party fields — not model folklore.
- If you already have a punch / closeout log or PM app, the agent drafts **into that**. This page does not sell a new one.

**Who owns the seat**

The PM / owner-PM owns the contractor’s comprehensive list, completeness relative to the walk and the Contract Documents, trade assignment, and issue to the Architect. On a $5–10M GC that is one person and the laptop they already use. The superintendent owns the field walk facts and photos. The Architect inspects, may amend, and prepares G704 when substantially complete. The Owner and Contractor accept responsibilities on the Certificate. An agent does not become any of those seats.

**When to skip the agent (what not to automate)**

- You have not walked (and have no notes/photos). Do not ask a model to remember the building.
- You expected the model to decide Substantial Completion or sign G704. Wrong seat.
- The “items” are really extra Work, differing conditions, or claim material. Use [change-order](https://aiagents.construction/roles/project-manager/change-order/) / claim path — do not hide them on a punch list.
- Life-safety or structural direction that needs the design professional’s instrument, not a deficiency paraphrase.
- Final payment package (G706 / G706A / surety consent / final Certificate for Payment under § 9.10). Different instruments.
- The punch habit is already a clean Excel walk-down and typing is not the bottleneck. Leave it.

**How to stand it up this quarter**

Use the model you already have access to. Drop in this week’s walk notes plus photos plus the open-item log plus your list headings. Edit every line, assign trades, issue to the Architect, chase the amended list. Keep the workflow only if the package is still something you would put your name on beside a G704. Do not buy a punch-list product to complete this job.

## Watch-outs

- **Invented rooms, deficiencies, and trade assignments.** Models write fluent “Room 214 — touch up paint at west wall; Electrical — missing cover plate at Panel LP-2” lines that are not in your walk notes or photos. Same failure mode as legal citation hallucination: Dahl, Magesh, Suzgun & Ho, *Large Legal Fictions*, 16 *J. Legal Analysis* 64 (2024) ([arXiv:2401.01301](https://arxiv.org/abs/2401.01301), [doi:10.1093/jla/laae003](https://doi.org/10.1093/jla/laae003)) — public LLMs, asked verifiable questions about federal cases, hallucinated often and often could not tell. Those percentages are **legal-case questions, not punch-list accuracy**; do not import them as a construction performance rate. Do import the habit: every item, location, and trade in the draft is unverified until you open the notes and photos. Blank / “PM to complete” is honest; a confident fake deficiency is not.
- **Treating an AI draft as Substantial Completion or a signed G704.** Official path: Contractor list → Architect inspection (§ 9.8.3) → Architect prepares Certificate (§ 9.8.4) → Owner and Contractor accept (§ 9.8.5). AI does not certify and does not sign.
- **Invented days-to-complete or cost estimates.** G704 sample has blank `( ) days` and a cost-estimate field for the parties. Do not cite blogs for a “typical 30–60 day” punch window as if it were AIA.
- **Hiding change-order Work on the punch list.** Extra Work, sum, or time belongs on [G701 / PCO](https://aiagents.construction/roles/project-manager/change-order/) (or CCD / claim) — not as a soft punch line that rewrites the Contract Documents.
- **Assuming the list is the whole of Contractor responsibility.** Official A201 § 9.8.2 and G704 sample: failure to include an item does **not** relieve the Contractor from completing all Work per the Contract Documents.
- **Mixing seats.** Punch list ≠ [daily](https://aiagents.construction/roles/superintendent/daily-report/) ≠ [safety observation](https://aiagents.construction/roles/superintendent/safety-observation/) ≠ [minutes](https://aiagents.construction/roles/project-manager/meeting-minutes/) ≠ [pay app](https://aiagents.construction/roles/project-manager/pay-application/) ≠ G706/G706A final affidavits.
- **Unsigned AI to the Architect or Owner.** Fluent, late, and wrong is worse than a short human walk-down. Do not let the model send.
- **Do not replace the PM.** The agent drafts from walk notes and photos. The PM still owns completeness, trade assignment, and issue to the Architect.

## Verdict

**Yes** — a $5–10M US GC should run this job this quarter if the contractor’s punch / deficiency list already starts as walk notes, photos, and open-item logs ahead of Substantial Completion; the bottleneck is turning that stack into a readable first-pass comprehensive list; and a person will still own every item, every trade assignment, completeness, and the issue to the Architect. Use an agent to **draft the contractor’s punch / deficiency list from walk notes and photos before Substantial Completion**; the PM owns completeness, trade assignment, and issue to the Architect. Skip this quarter if you expected the model to invent deficiencies, to certify Substantial Completion or sign G704, to replace a change-order or final-affidavit seat, or to email raw drafts to the Architect; or if you were about to buy a punch-list product you do not already have. Do not publish this page as a vendor listing.
